I don't know how anybody could effectively use the touchpad with that setting enabled. Now, no more annoying tap-to-click or tapping, which kept inadvertently closing windows, selecting unwanted items, etc. By downloading and installing Synaptics version 19.0.13.0 it appears to bring back the "Settings" to fix the problem.
